I'm leaning forward with my chin resting on both sets of knuckles. Is there more?

Deja vu. What you're describing will most likely be played out similar to WWII rationing. The military and defense companies will have carte blanche while the masses deal with shortages. Also similar to WWII rationing, expect corruption to rule the day.

For the simple reason that you cannot recover all the world's oil, there will always be oil. I agree that it may not be economical to recover it, they will still pump it out. If it takes a truck load of coal to recover a gallon of jet fuel, they will pay the price because you cannot put coal in the tank of an F-35. Although ethanol production is not the best use of corn, ethanol burns great in an F-35. And you do not need gas to process corn to ethanol (that is, it does not need to be boiled using fossil fuels). All you need is a sunny day and a sheet of plastic.

Life will continue to be great for the rich and any industry the rich deems essential. For that reason, I doubt the internet will ever ceases to be. It may be much more difficult to get to but it will always be there.
